Medium description: | Committee of Council on Education scheme announced. Scheme had been drawn up by Kay, and partly modelled on a Dutch scheme that he had observed, and saw: - the issuing of stipends for 5-year apprenticeships for selected "boys and girls" to train as teachers. - payment made to the teachers who trained the "pupil-teachers" - "pupil-teachers were to be examined annually by Her Majesty's Inspectors" - on completion of training, trainees could apply for Queen's Scholarship for a training college or gain "preferential claim for minor civil service appointments" (Barnard, 1961) - a pension scheme for those successfully training and then teaching for 15 years or more Trainees received about 7 1/2 hours instruction a week and taught for 5 1/2 hours a day. Barnard (1961) claims this marked the start of the British government's commitment to the idea that education provision was a state duty. | |
